He asks Jaeryeong if they were from Yeongdeungpo, to which Jaeryeong confirms.
Changhui says that although it’s tricky to determine who’s at fault, since Cheongang took a hit, they can’t let it slide because if they keep quiet in a situation like that, they’ll lose their face and their reputation on the street is over. He says that they should’ve attacked the Union when they first took down Manwol because now their arrogance knows no bounds. Changhui orders all executives to gather at the Octagon—the building where the founding executives of Cheongang gathered to determine important affairs but is now an abandoned building—early next week.

Juwon thinks he’s nuts to take on nine people by himself, but Changhui says although Juwon’s fighting skills are superior, Changhui always makes it through at the end. Changhui says he will not allow Cheongang to falter even a bit until the day he becomes the next leader. He tells Juwon to go protect his Cheongang.

Changhui is certain about Juwon’s victory, but he isn’t certain about Doyun and Giju. He doesn’t know how powerful the Union is, but he knows the look in Donald’s eyes is not a bluff. Changhui agrees to a conversation and Donald sits down.
Donald mentions how Cheongang is copying the Union’s businesses to a tee from transportation to uniforms, but says that isn’t the issue and just wants Cheongang to keep their hands off of the Union’s businesses. Changhui reminds him that Daegwang sits on the border of Yeongdeungpo and Mapo, and that both Daegwang and Magyeong were both originally under the control of Cheongang. Donald points out how that was during the Manwol days. He says things are different now because everything in Yeongdeungpo belongs to the Union, and that the one crossing the line is Cheongang. He calls Changhui greedy. Changhui pours Donald some tea and tells him to go home. He says it isn’t something that can be resolved by showing up unannounced and that there’s a process for everything.
Donald pushes the cup back and claims he doesn’t drink black tea. He says that the executives probably already started fighting downstairs and says Changhui can wait to decide until after he sees the results, but he might end up ruining the reputation of Cheongang that he had worked so hard to build. Changhui is angered by Donald’s tone. Donald no longer uses a business tone and glares at Changhui. He knows he has no chance of winning. Even if the fight ends with his humiliation, he isn’t going to let Donald leave unscathed. He grabs Donald’s arm and twists it.
Episode 177
Donald frees his arm by running up the wall and flipping himself. He punches Changhui and sends him crashing to the ground once more. Nothing Changhui does works. His spirit should have been broken, but he refuses to give in. He kicks Donald’s right ankle and his left arm. Changhui’s determination catches Donald off-guard, but only for a moment. The determination serves to only increase the emperor’s displeasure. Donald rains down many heavy punches onto Changhui. Changhui recalls Janghyeok telling Changhui in the past that he was leaving because the time’s come for him to leave and that Cheongang was in his hand now.
Changhui draws a knife from the sheath wrapped around his ankle and cuts Donald’s arm. Donald dodges Changhui’s swings and uses the table to pin him down. He sets his phone down on the window ledge and records a video. He takes the knife and cuts Changhui’s forehead. Donald then cuts his own forehead and tells Changhui that he’ll let him save face in front of the rest of Cheongang. He flips the table back over, sits back down, and stabs the knife into the table. Juwon notices how Donald was bleeding, but he had almost no other wounds. He notices that Changhui’s face is the same face he had seen when Changhui had first lost to him, and even when they fought again soon after and Changhui completely overpowered him. A flashback shows that after Changhui defeated Juwon, Changhui had told Juwon that the difference between him and Janghyeok was that he wasn’t afraid to take one step back to take two steps forward because what matters to him is who is standing in the end. The flashback ends. Changhui calls Jaeryeong and tells him to stop fighting because a deal's been made.

Changhui offers a deal to him saying if Jang-Il Transportation can pull off one job, he’ll take care of his family. Mr. Jang agrees and leaves. Changhui confirms the location of Master Arcade with Doyun. Due to it being in Noryangjin and not Yeongdeungpo, it doesn’t violate the treaty Cheongang has with the Union. He says the arcade is the only building fully under Mr. Jang’s name and tells Doyun to keep an eye on Mr. Jang and make sure he doesn't get any funny ideas.
A flashback reveals that Juwon told Changhui that he can’t stand that he lost to someone other than him. He says he can’t forgive himself and needs to save face. Changhui tells him that Ben Park of Eunjang beat Jake. Since Ben isn’t part of the Union, it doesn’t violate the treaty.
Episode 214
At Mapo, Changhui notes that Juwon didn’t come back after fighting Ben. He knows whenever there is trouble, Juwon relies on Janghyeok not him, so Juwon probably went to see Janghyeok. He knows the last two fights were difficult for Juwon to accept. Changhui knows that Eunjang and the Union will clash. Once the battle is over, Cheongang will take advantage of the lull, the moment of weakness. The moment of weakness is going to come sooner or later, and Cheongang is going to take advantage of it.
